The Board is a special purpose board established by the Authority with the sole responsibility for overseeing the delivery of the project and makes appropriate recommendations to the Authority. There should be no other body in the governance arrangements whose responsibility overlaps with that of the Board. The Board brings together the business executive and user interests of the project and provides the key link between the Authority's corporate governance structure and the Project Team. It provides a forum at which key matters are discussed and decisions are made within the Board's delegated remit.
