The PM provides the single focus for the day-to-day management of the project and leadership of the Project Team with appropriate authority as delegated by the Board. The PM role may be fulfilled from within the Authority or otherwise - the key issue is that the PD has the requisite skills and time for performing the function effectively. In some instances the PD and PM roles could be filled by the same person.
