The PM's principal responsibility is to ensure the project delivers the outputs and outcomes as outlined by the PID and further refined in the OBC and project documentation, in particular to the required quality and within the specified time and cost allocations. The PM would be the officer responsible for instructing all external advisers to the project, albeit there may be occasions when it might also be appropriate for the PD to do so.
