7. We believe the implementation of current procurement procedures to have room for improvement. Our experience is that procurement times have increased after Competitive Dialogue was introduced, increasing costs to both the public and private sectors. We believe that more time should be spent on preparing for the Competitive Dialogue process. If the rules of engagement and items for dialogue, which the individual project teams are responsible for, are clear in advance, then the process can be more efficient.
