Q7a-Would public sector investment in the last decade have been lower without Private Finance?

23.  The last decade has seen a considerable amount of investment into public assets. Whether public sector investment would have been lower without Private Finance would have depended on how the Government had operated its fiscal rules. It is our view that public sector investment would have been lower in the absence of Private Finance.
