31.  The answer to this question comes down to the principle of allocating risks to the party best able to price, control, manage and absorb them. There is definitely a need for the public sector to be stronger in the procurement of projects. That does not mean that it should get involved in financing and/or delivery if the risks sit more appropriately with the private sector.
