This chapter sets out the current scrutiny arrangements for major procurement projects and measures the Government is taking to provide a more systematic, value-added, risk based approach. In addition, it sets out the guidance and support available and the skills and experience that will be required to deliver complex procurements. This chapter explains that: • departments will retain responsibility and accountability for scrutiny and value for money of their projects; • the Major Projects Review Group will continue to provide independent, expert oversight of the largest and most complex government projects from an early stage; and also outlines: • how the capacity for independent central scrutiny will be further enhanced; • how the Government will develop guidance and support for procurement and operational issues; and • the steps the Government is taking to enhance the skills of public sector procurers. |
