Do all projects have clear critical success criteria and are they used to inform decision-making?

Is the Authority assured that the project management processes and project management tools are appropriate for the projects?

Is the Authority assured that the people responsible for project delivery, especially the project managers, are clearly mandated, sufficiently competent and have the capacity to achieve satisfactory project outcomes?
