The Government believes that Partnerships Victoria, which is about creating relationships between the Government and the private sector and utilising the innovative capabilities and skills of both, can add value to the delivery of quality water and wastewater services.
This document sets out a streamlined process for a Non-Metropolitan Urban Water Authority (NMU) when pursuing water and wastewater projects under the Partnerships Victoria policy. This process was approved in November 2000 by the Minister for Environment and Conservation and the Treasurer, and applies to all NMUs. This streamlined process has been updated to operate within the agreed joint governance arrangements between the Treasurer and Minister for Water for NMUs and the National PPP Policy and Guidelines.
