The approval of projects over established thresholds will proceed in accordance with the Minister for Water and Treasurer's joint governance arrangements currently in place for NMUs.
The NMU manages the preparation of documentation for the approvals from the Minister and/or the Treasurer.
The Department of Treasury and Finance (DTF) assists with the process and preparation of documentation at the invitation of the NMUs.
There are two phases to the streamlined approval process when undertaking a capital infrastructure project.

If endorsed and capex is greater than the established Total Estimated Investment (TEI) threshold (listed below) for the NMU, the Minister advises the Treasurer of his endorsement. The Treasurer to approve the business case and the project delivery solution (traditional/other delivery or Partnerships Victoria). | |
| | Minister to endorse that service objectives have been addressed. The Treasurer approves stages in the Partnerships Victoria process in accordance with the National and Victorian requirements. |
