1.3 Minister to endorse the investment proposal. Treasurer to approve (including project delivery solution) if TEI greater than the established threshold

The Minister for Water ensures that the investment proposal is in accordance with Government policy, the NMU’s corporate and business plans, and meets the required service standards. Then the Minister advises the Treasurer of his endorsement of the proposal.

The Treasurer's approval of the business case is then required. The Treasurer's approval of the project delivery method (PPP or public sector or other) is also required at this point.

If the business case for the Partnerships Victoria project is approved, the NMU needs to follow the Partnerships Victoria delivery process stated in this document. As previously mentioned, what is detailed below is a streamlined version of the process that applies under the National PPP Guidance. If the business case for the Partnerships Victoria project is not approved a public sector solution may again be considered.

If a public sector solution is approved, the NMU can proceed with project delivery under its established processes without further reference to DTF/Treasurer.

If a Partnerships Victoria solution is approved, the NMU will need to establish a procurement team.
