1.4 Partnerships Victoria solution: NMU to establish a procurement team

The NMU should establish a procurement team (with appropriate skills and credentials) to develop the business case, and if approved, to undertake the project and manage the delivery of the approved business case commitments. DTF can provide advice on the make up of the procurement team for a specific project.

The procurement team will deal with a number of matters, including:

- managing the delivery of the project objectives;

- preparing project performance specifications;

- assessing market appetite;

- drafting of the Expression of Interest (EoI), Request for Proposal (RFP) and contract documentation;

- defining and developing the PSC and other benchmarks;

- communicating with bidders and evaluating bids;

- negotiating with the preferred bidders; and

- drafting advice on project issues as required.

A steering committee is normally formed by the NMU to direct the work of the procurement team. The steering committee usually comprises NMU members as well as an experienced external commercial adviser. DTF participation can be arranged at the invitation of the NMU.
