The procurement team needs to evaluate bids. A report must be provided to DSE and DTF noting any material departures in the bids from the approved business case or risk allocation and confirming which (if any) of the bid(s) offers value for money. If such a bid has been received, then the contract will proceed provided any subsequent negotiations (scope, risk or price creep) do not adversely impact on the bid value.
