The NMU advises DSE and DTF that final negotiations have concluded and that the contract to be executed meets the requirements of the RFP and contract documentation, and offers value-for-money in comparison with the PSC.
The appropriate final sign-offs from the professional advisers are provided at this stage and forwarded to DTF. The approval of the Treasurer is required before contracts are signed. The approval of the Minister is required if there are any departures from the Minister's initial endorsement of the business case.
Major procurement involves complex interactions between many parties and there will inevitably be changes to negotiate as the project moves into the construction and operations phases. Such changes need to be managed closely and material variations to the investment outcome and contract should only be accepted after the appropriate approvals from the Treasurer and/or Minister are obtained.
