BACKGROUND

2.1  This section focuses on the scale of the Government's investment plans for public services, and on the size and scope of the PFI programme within that in particular. It illustrates the significant increases in the flow of public investment to the UK's public services, and the historical growth of the PFI market and of private investment in public infrastructure, in line with that increased investment. In reporting the PFI programme, it excludes investment by the private sector in public services not undertaken under PFI-type contracts. It therefore does not include investment by private sector businesses like London and Continental Railways (CTRL) or under Public Private Partnerships (PPPs) like the National Air Traffic Services (NATS), where the Government owns an equity stake in a business.
