6.10 To improve transparency and encourage greater consultation with staff during transfer, the Government published in 1998 Treasury Taskforce statement 4, which requires full and continuous communication where there are staff transfers, to ensure unions and staff are fully engaged throughout the process. This document was welcomed by both the TUC and the CBI.
