7.37 The Government's analysis of the characteristics of successful PFI projects, and the evidence collected to examine how these characteristics related to the performance of PFI in practice, suggested IT was also an area where an approach that took into account all the potential benefits and disbenefits of PFI would mean a strong presumption against PFI.
