During the development of the preliminary assessment, the foundation of the business case development stage (stage 3) will have been laid out and normally includes:
• determination of the priority and initial affordability of the project
• determination and preliminary assessment of the range of technical solutions and project delivery options
• qualitative assessment of likely value for money.
