There are a number of Australian and international precedent models for private sector participation in the provision of services. Broadly, there are five categories of public private partnership model that should be considered:
■ Wholly private sector provider service models (e.g., public transport franchise)
■ Mixed service models
■ Wholly privately financed models
■ Mixed finance models
■ Publicly funded models
