This model is essentially publicly funded, (with the possible exception of short term construction financing) and is probably the simplest of the public private partnership models. It includes the provision of the infrastructure asset via a design and construct lump sum contract, coupled with a maintenance contract. This is also likely to be a mixed service model with the public sector retaining management of the core operations, resulting in a significant level of interface between public sector and private sector service delivery. An example of this model is a simple serviced infrastructure arrangement that might be put in place for office accommodation.
