This option builds on the design build and operate model and includes greater risk transfer coupled with the provision of finance by the private sector (although this could also be structured as a mixed finance model). This model is usually a mixed service model with the private sector's participation in service provision generally limited to the design, construction, finance and ongoing maintenance of the facilities required to provide the operational services. This model incorporates greater risk allocation and includes financing risks borne by the private sector.
