2.1  Steering committee

A steering committee should be established to oversee the development of the project and deal with key commercial and policy issues.

In particular, the steering committee should:

•  determine the strategic direction of the project

•  oversee the operations of the government project team

•  consider and determine preferred positions on key commercial and policy issues, including the content of key documentation

•  oversee the competitive bid process and the evaluation of competitive bids and consider recommendations on short-listed and preferred proponents

•  make recommendations to Cabinet through the responsible Minister, the Minister for Infrastructure and Planning and the Queensland Treasurer on key policy and commercial matters and on short-listed and preferred proponents.

The steering committee should comprise the project director, and a senior officer from:

•  the relevant agency. Ideally the Director-General or Deputy Director-General as chair

•  Department of Infrastructure and Planning

•  Queensland Treasury

•  the Department of the Premier and Cabinet.

The steering committee will report to the Minister responsible for the agency undertaking the public private partnership project and through the Minister to Cabinet and the Cabinet Budget Review Committee.
