3.1  When to appoint advisers

The process of selecting and appointing advisers to the government project team should commence as soon as practical in the establishment of the government project team (i.e. as soon as the project director is appointed). Even if the adviser's services are not required until a later stage, it is advisable to appoint them early and lock in their services. This way, agencies can make their selection from the best available advisers on the market. This is particularly important in the earlier stages of development of public private partnership projects in Queensland where the market for advisers with relevant public private partnership experience is relatively limited.
