| • In the past, elementary and secondary schools have been under-funded. Problems such as leaky roofs, inefficient heating systems and mouldy classrooms will be addressed so they don't become barriers to learning. • Full-time enrolment in programs has increased from about 350,000 students in 1992-93 to almost 400,000 in 2002-03 because the population has grown, the percentage of young adults seeking postsecondary training has steadily risen and the "double cohort" of graduating high school students has moved into the system. • The federal government estimates that up to 70 per cent of all future jobs will require some postsecondary education. • Ontario confers only half as many master's degrees, as a percentage of population, as does the United States |
