Portfolio agencies have primary responsibility and accountability for the delivery of public private partnership projects within their portfolio. The responsible agency should establish a project steering committee to oversee the development and implementation of the project and a government project team responsible for day-to-day project management. The project steering committee and government project team should include representatives from the Department of Infrastructure and Planning, and Treasury.
Subsequently, the responsible agency will be required to establish a contract management team, which will manage the project agreements over the whole of the service delivery life.
