The preliminary assessment of employee, employment and skills development issues that commenced in stage two should be completed during this stage.
This assessment should include, amongst other things:
∙ further appropriate consultation with stakeholders, including discussions with employees, employee groups, unions and the Department of Employment and Industrial Relations
∙ completion of an Employment and Skills Development Impact Statement (as per the Department of Employment and Industrial Relations (DETA) Guidelines11).
