3.2.14  Compilation of the public private partnership business case

All relevant information developed during stage three should be drawn together into a public private partnership business case, the purpose of which is to:

  define the service requirement through an output specification

  specify the reference project and the public sector comparator

  specify the public private partnership delivery options and the partnership model

  outline probable risk sharing arrangements with the various project delivery options

  provide information on the key issues considered and solutions proposed

  analyse the various project delivery options identified;

  identify the preferred project delivery option for meeting the service requirement.

The public private partnership business case, together with a summary document, will be submitted to Cabinet for its consideration. The public private partnership business case may not be fully finalised at the commencement of the expressions of interest stage. Consideration by Cabinet and commencement of the expression of interest stage may be undertaken while elements of the public private partnership business case are being finalised.
