4.2  Process

The key elements of stage four, illustrated in Figure 6 and described in further detail below, are:

∙  development of expression of interest documentation

∙  public notification and invitation

∙  briefing of potential proponents

∙  evaluation of expressions of interest;

∙  consideration by Cabinet Budget Review Committee.
