The level of detail in the information provided to proponents should be tailored to reflect the nature of the responses required by government at this stage. The provision in the expression of interest documentation of excessively detailed information and any lack of clarity in government's objectives when conducting the expression of interest stage could result in proponents preparing unnecessarily detailed submissions and being subjected to unnecessary expense.
The purpose of the expression of interest documentation is to:
∙ broadly define the service requirements that government seeks to have met
∙ communicate to the market the proposed timeframes and the criteria on which expression of interest submissions will be evaluated
∙ elicit proposals from the market which enable government to form a view on the parties' capability of meeting the service requirements.
Expression of interest responses will serve to confirm the level of market interest in the potential project. The elements of the expression of interest documentation are outlined below.
