All proponents should be notified at the same time of the outcome in relation to their bid following each evaluation stage of a public private partnership process (shortlist for binding bid or preferred proponent). Unsuccessful proponents should be given the opportunity for a detailed debriefing. The government project team should however avoid revealing information in the debriefing that might compromise the commercial interests of the government or any other proponent. To this end, the debriefing would focus on that proponent's performance against the evaluation criteria and should avoid reference to competitors' bids.
