3.  Probity auditing

In order to maintain the integrity of the process and to ensure that the process of selecting a preferred proponent is carried out in an open proponents, a probity auditor should oversee the competitive bid process. Throughout the transaction a probity audit should be undertaken to check for compliance with guidelines and conditions established for the competitive bid process. Probity auditing seeks to ensure honesty, fairness, ethics and integrity in the public private partnership process.

Probity processes and guidelines are intended to facilitate good decision making - ensuring compliance with those processes will help to meet that goal. Following due process is also likely to ensure that the competitive bid process is transparent, accountable, efficient, and does not give rise to criticism or challenge from proponents. Where probity problems arise, part of the probity auditor's job will be to consider the efficacy of solutions proposed by the government project team.
