Performance evaluation is an important pre-requisite for determining whether value for money has been obtained. As outlined above, it is important to define the government's objectives at the commencement of the process. At the completion of the process a post-evaluation review should be undertaken to measure the outcomes against these objectives. It is noted that this may need to be undertaken or, at least, completed some time after implementation to ensure that the outcome of any operational component of the project can be assessed.
