Who must comply with these Guidelines?

All NSW Government agencies including State-owned corporations and public trading enterprises that are not State-owned corporations (collectively referred to as 'agencies' in these Guidelines) must comply with these Guidelines.

Councils are not bound by these Guidelines. However Part 6 of Chapter 12 of the Local Government Act 1993 (NSW), requires councils to comply with separate guidelines which outline the specific processes and procedures to be followed by councils entering into public private partnerships1.
