| William D. Eggers William D. Eggers leads the global public sector research program at Deloitte Research. A noted authority on privatization and public-private partnerships, Eggers has written or edited more than two dozen studies and books on the subject over the past two decades. He is also the author of several recent books on government reform including: Governing by Network: The New Shape of the Public Sector (Brookings, 2004), the winner of the National Academy of Public Administration's Louis Brownlow award for best book on public management and Government 2.0: Using Technology to Improve Education, Cut Red Tape, Reduce Gridlock, and Enhance Democracy (Rowman and Littlefield, 2005). His commentary has appeared in dozens of major media outlets including the New York Times, Wall Street Journal, Chicago Tribune and San Francisco Chronicle. Tom Startup Tom Startup has responsibility for Deloitte's public sector research in the United Kingdom. Before joining Deloitte, Tom worked at the Prime Minister's Strategy Unit (part of the Cabinet Office) as a policy analyst for just under two years. There he provided policy advice to the prime minister and other officials across a number of different policy areas. Before Tom joined the Strategy Unit he worked at the Social Market Foundation, a think tank. Tom has a BA in Politics, Philosophy and Economics from Oxford and a Masters of Philosophy from University College London. |
