The operator will be appointed by the private party to undertake the operational and facilities maintenance obligations that form part of the project agreements. The operator, often part of the private party consortium, will usually sub-contract some or all of the obligations to a number of specialist contractors. This is particularly likely for the facilities management role. Where the project involves a significant information communication technology or energy component, the private party may appoint several specialist operators. Alternatively, one operator may assume and sub-contract all those responsibilities.
