The particular skills required of the government contract manager will vary according to the nature of the project, but should include:

• experience in:

contract management

project management

commissioning

performance monitoring

applying performance-based payment regimes

working in a partnering relationship.

• an understanding of:

the project

the field relative to the project (e.g. health, roads, education)

the business and drivers of the private party and its financiers

the project agreements.
