The PSC promotes full cost pricing at an early stage in the project cycle. A preliminary version of the PSC is prepared during the development of the business case to assist with determining the budget estimate for funding approval from Cabinet. The preliminary PSC is undertaken for estimating budgeting requirements. The fully developed PSC is only determined post design and output specification briefs.
