Q2. Is it always necessary to construct a PSC?

In the majority of cases, it is necessary to construct a PSC. Not only is the PSC an integral component of Partnerships Victoria, it also represents best practice benchmarking for all government capital investment projects whatever the ultimate means of procurement. The PSC is a key management tool during the procurement process and focuses attention on outputs, risk and costing at a very early stage in the project. The PSC is also a reliable means of demonstrating value for money and provides a consistent benchmarking and bid evaluation tool. Only when government would not undertake the project itself would a PSC not be built. However, even in such cases, government still needs to construct a value for money benchmark.
