Q3. At what stage in the Partnerships Victoria process does the PSC need to be completed?

The PSC is developed and refined during the initial stages and pre-market period, before the release of bid documentation. The preliminary PSC needs to be prepared for the business case. It is desirable to complete the PSC as early as possible in the procurement process. The completed PSC should be approved before the release of the RFP. However, the PSC is a dynamic procurement tool. It may need to be updated for comparison with final bids.
