Q4. Can the PSC be changed?

Yes. The PSC can be changed at any stage in the procurement subject to certain constraints. The PSC should be regularly discussed throughout the procurement process and where necessary amended. The PSC can be altered before the receipt of bids for whatever reason, subject only to obtaining government approvals for any increases in funding requirements. (However, any major changes should be advised to bidders.) In general the PSC should only be refined after the release of the RFP if the scope of the project changes, or it becomes apparent that a significant component has been mispriced or omitted. This means that the PSC can be amended after the receipt of bids, but only under these circumstances and not to reflect a more efficient delivery method than that identified in the reference project.
