The key convincing argument for Partnerships Victoria is that it offers the potential for government to secure better value for money and greater innovation in the delivery of services. The PSC must be a robust and defensible estimate of what the cost to government would be if the services were provided through a more traditional means of procurement. There also needs to be transparency in this estimate. This will increase confidence about the process of demonstrating value for money, recognising that no one can know the actual outcome for many years.
