Q8. Should transaction costs be included in the PSC?

The costs of undertaking the reference project, were it to proceed, would be included in the PSC. It is not appropriate to include Partnerships Victoria transaction costs in the PSC, because they do not relate to the reference project. However, an estimation of these costs should be included with the business case to assist in the decision on whether to initiate a Partnerships Victoria delivery method.
