Oscar Ringenbach has a bachelor's degree in Civil Engineering and a master's degree in Transportation at the National University of Mexico (UNAM). He is an active member of the roads and transport community, he is member of the board of directors of the Mexican Association of Land Transport Engineering (AMIVTAC) an member of the of the Commission on Technology Exchanges and Development of the World Road Association (PIARC). He is currently collaborating in the Organizing Committee for the 24th World Road Congress to take place in Mexico City in September 2011.

He has worked at the Ministry of Communications and Transport (SCT) since april 2001 as project manager for transport infrastructure projects, developed through public-private partnerships. He also participated as Mexican representative at US-Mexico border transportation planning groups. He coordinated with the US General Services Administration and US Embassy in Mexico the development of a microsimulation tool for planning and evaluation of border ports of entry. Oscar is currently Technical Director at the General Directorate for Road Development at the Ministry of Communications and Transport in Mexico. In his present position, Mr. Ringenbach supports the General Directorate to oversee the implementation of the new concession model for road infrastructure development in Mexico.
