Angela is a senior analyst consultant in the Competitiveness and Development Centre. She is in charge of the unit which drafts competitiveness plans for regional governments and develops public investment plans for them. The unit she directs also advises private enterprises for building public infrastructure under the Law 29230 'Infrastructure for Taxes' (private enterprises build infrastructure works prioritized by Regional and Local Governments, and in return they can discount the value of the infrastructure from future taxes); and advises Regional Governments for developing public infrastructure investment under Public Private Partnership contracts.
Before joining the Competitiveness and Development Centre she was a senior analyst at the Ministry of Economy and Finance of Peru. She was in charge of evaluating investment projects (concessions, Private Public Partnerships -PPPs-, etc.), analysing their financial-economic schemes, evaluating their sustainability and valuing contingent liabilities.
Angela has a Bachelor and Licentiate degree in Economics from the Universidad del Pacífico (Lima, Peru) and a Master of Science degree in Latin American Studies with mention in Economics and Politics from Oxford University (Oxford, England).
