Glenn Russell Maguire

Glenn joined Evans & Peck in 2011 following over 20 years experience as a senior Victorian Government officer in the infrastructure field, from policy development to preparation and review of business cases and the undertaking of commercial projects and transactions. Glenn has particular expertise in public private partnerships, having worked in and then led the Partnerships Victoria Group in the Victorian Department of Treasury & Finance during much of the previous decade. He led the development of the Partnerships Victoria policy and related guidance material in the early 2000s, which has subsequently been a primary basis of the current Australian national PPP guidance material and of a number of PPP frameworks internationally.

Glenn has extensive experience in the undertaking of individual Partnerships Victoria projects, from conception to commissioning, across a range of sectors. His skills have also been used extensively internationally by multilateral organisations, such as the World Bank and Asian Development Bank, and host governments to assist countries to develop and refine their own PPP frameworks. In the early to mid 1990s, Glenn was deeply involved in the Victorian and national electricity, gas and water reforms and the Victorian port reforms. Glen holds a Bachelor of Arts (Hons) in Economics & Mathematics - University of Melbourne (1978).
