Paul O'Connor is a sessional lecturer for Masters-level project management subjects in the School of Property, Construction and Project Management at RMIT University Melbourne, where he is also a candidate in the Doctor of Project Management program. In addition to his University teaching, Paul works as a practitioner with the Performance Audit Group of the Victorian Auditor-General's Office (VAGO) where he is a Sector Director responsible for the planning and conduct of strategic reviews of major infrastructure projects such as Public Private Partnerships (PPPs), as well as whole of public sector Information and Communication Technology (ICT) projects and initiatives.

Paul has a particular research interest in the efficacy and value-for-money performance of public sector mega projects, PPPs, and major ICT projects, and has wide practitioner experience gained from directing many of the PPP and ICT related reviews conducted by VAGO over the last 4 years. Paul has Bachelor of Arts and a Master of Public Infrastructure degree and a Post Graduate Certificate in PPPs from the University of Melbourne.
