BSC. in Industrial and Systems Engineer from the University of the Americas in Puebla, Mexico (1977). He has a M. Eng. in Operations Research from the University of Toronto, Canada (1981) and a MSC in Economy, with National Development specialization and Project Management in the University of Bradford, England (1989).
He has held positions in the private sector, but mainly in the public sector holding important positions in the Secretariat of Communications and Transports since 1983 in the maritime ports, intermodal transportation and road subsectors. For the past four years and until May 31st, he held the position of General Director for Road Development, where he was in charge of the instrumentation of the new public-private partnership program for road infrastructure development that represents an estimate investment of 26.4 billion US dollars over a 7 years period. It has been involved in several work groups for the development planning and programming of international transport network, with the World Bank and the OECD, among others.
He has been professor at the Mexican National Autonomous University in the masters of transportation for courses of "Economy of Transport" and "Transportation Logistics". He has participated in several forums at national and international conferences, seminaries and congresses on subjects related to public-private partnerships in the road sector, transportation infrastructure, economics, and logistics.
