This report presents the findings of an evaluation of "Public Private Partnership" (PPP) Projects financed by the EIB. In addition to assessing the performance of the projects against the Bank's standard evaluation criteria2 particular attention was paid to the impact of the PPP structure on the project and on the Bank, and to the Bank's role in the process. The Evaluation was carried out in two stages: a desk review, followed by the in-depth review of a number of PPP projects.
