- Based on predictions of future funding sources it is expected that these levels of capital expenditure can be sustained over the long term, so long as capital expenditure and its financing is well managed.
- Sustainable growth in capital expenditure is of the order of 4.6 per cent per annum. Some years, such as 2006-07, the Government's spending growth will exceed this target, and in others during the decade it will be lower.
