INFRASTRUCTURE PRIORITIES

- Over the next decade health, mental health and transport are priorities. Securing the water supply and ensuring a reliable and competitive electricity sector are also considered essential for economic growth. Expenditure by agency cluster and region is detailed and mapped in the relevant sections of this strategy.

HUMAN SERVICES

TRANSPORT

Health

- Major investment in keeping people healthy and out of hospital, while improving our existing health services.

• Integrated primary health care centres will be rolled out from 2006-07.

• Health capital expenditure is increasing and will be over $630 million per year during the decade. Major teaching and regional upgrades are planned for Auburn, Liverpool, Bathurst, Concord, Gosford, Royal Prince Alfred, Westmead, Wyong, Bloomfield and Orange and Royal North Shore. Planning for a new hospital at Northern Beaches will commence in 2006-07.

• Delivering over 300 new mental health beds in our health system.

Education and Training

- Schools and trade training to be more aligned with working needs.

• Upgrades of 25 TAFE facilities and 10 new Trade Schools.

• Provision of 100,000 new high speed computers.

• Upgrade 24 primary and 33 high schools over next 3 years.

• Build 10 new schools through privately financed projects and a further 20 new schools over the 10 year period in population growth areas.

- Investment of $1.6 billion in 2006-07 on public transport will exceed that on roads.

• $129 million purchasing the land corridor for the North West and South West rail links.

• Completing the $1.5 billion rail clearways program by year 2009-10 to improve reliability.

• 600 new and replacement rail carriages.

• Completing the expansion of Port Botany.

• Completing the North West bus transitway in 2007

• Completing the $2 billion Epping to Chatswood rail line in 2008.

• 505 new buses costing $254 million.

• $130 million in 2006-07 to upgrade the country regional rail network.

• Completing the $168 million integrated ticketing project by year 2007-08.

• Corridor preservation for the M2 to F3 and F3 to M7 towards the end of the decade.

• Major upgrades of the Pacific Highway, the Hume Highway and various major roads in Western Sydney.

ELECTRICITY

- Ensuring network reliability and encouraging private sector investment in new generation.

• $2.3 billion in 2006-07 to meet rising demand, especially on the distribution network.

• $453 million over the next four years for transmission line upgrades.

A new peak demand generation plant will be built by the private sector at Tallawarra, existing generator capacity is being upgraded at Liddell, Bayswater and Mt Piper and a new gas peaking plant will be built at Munmorah.

• A new baseload generation plant to be built in advance of projected baseload shortfall in the coming decade.

JUSTICE

- Reducing crime through technology.

• DNA storage facilities to enhance crime detection.

• $330 million allocated to complete the Parramatta Justice precinct by 2008-09.

• $186 million to build and upgrade 16 police stations by 2009-10 including Burwood, Kempsey, Granville, Port Stephens, Windsor, Wyong, Armidale, Campsie, Corrimal, Dubbo, Fairfield, Lismore, Muswellbrook, Orange, St Marys and Wagga Wagga. This work to be expedited through the new private sector police property management project.

• $258 million over four years to provide an extra 1000 inmate beds in Corrective Services.

WATER

- Securing the water supply.

• Construction of the Western Sydney Water Recycling scheme for growth areas, over the course of the decade.

• $112 million being spent on deep water access projects at Warragamba and Nepean dams.

• Upgrades and renewals of existing pipes - over $1 billion over the decade.

• Servicing urban growth at a cost of over $1 billion in the next four years.

• Dam and catchment upgrades across the State at a cost of around $750 million over the decade.

• Current investigations of Kangaloon and Leonay aquifers for potential development in 2007.
